No, I lived in Virginia. However I agree that Virginia state troopers used to be harder on out of state than in state drivers.

(evil grin) I lived in Northern Virginia (74-81). We used to complain, based on empirical evidence, that Maryland drivers came west of the Potomac solely so as to drive badly.
I never tangled with a Virginia State Trooper, but I had one for a Sunday school teacher when I was a young 'un. He was a genuinely good man.
My brother has a funny story. When he was in high school, he had a summer job with the local Virginia State Trooper commander running his farm. One day he drove down the road to run an errand and saw his boss setting up a speed trap (it was before mobile radar). Coming back some dude passed him and slowed down. My brother likes to drive at a steady speed, as do I, so he passed this guy keeping to his steady speed. The dude passed him and slowed down again. After this happened a couple of more times, my brother hatched his dastardly plot.
As they approached the speed trap, my brother passed the guy. When the guy tried to pass him again, my brother sped up, causing this dude to speed up. By the time my brother backed off the accelerator the dude was going 75 in a 60. Then he hit the radar . . . .
Then dude got to meet my brother's boss.
