LINUXquestions?? As such, it's probably not a good place to ask Windows/IIS related questions...you'd get better answers at a Microsoft forum.
The only things we'd be able to tell you, is to check the log files, to see what it's doing. Where they are, and how to check them on Windows, I can't tell you.
