just recieved a new motherboard for a budget build I'm doing for someone this morning, only to find that it was packed VERY badly, and as a result seems to have suffered this damage ...
now, would that be the reason why it only seems to power on (fans and nothing else, no display output or anything) ?? I only ask because I'm worried its NOT the motherboard and something else like the CPU ? (celeron 2ghz) so I'm not sure what to send back (the mobo is going back for sure) any ideas ?

I'd be hesitant to call that 'damaged' as it doesn't really appear to have affected anything other than cosmetics.
Is there an onboard speaker or can you plug a speaker into the proper header? You'll need this and the reference manual in order to hear the diagnostic beep codes.
You will also want to ensure you're using the proper settings for the CPU in use as well. If this is software (BIOS) controlled then you'll be wanting some video output, and if it's jumpers it's back to the mobo manual.
jumpers are all set correctly and yes there is a speaker plugged in but I get no output
the damage just looks VERY close to those chips in the corner, and the large component in the picture even has a large chip on the corner indicating its been dropped or something ? the packaging really was VERY poor

Right, but the point of the previously mentioned experiment was to see if you would get any diag beeps when a known error has occurred (in this case no RAM).
Ah. In that case I would begin to suspect that either the speaker is plugged into the wron header or the mobo is 'arsed' (found the dictionary but am unclear on the use of this noun as a verb in the past tense)
