Mac users will simply have a choice between x86 and the current processor. They have explicitly said that they will not allow Mac OS to be run on just anything. This means that you can't nip out, buy a box set and install it on your pc. You will have to buy a pc with a special Mac/Intel chip. The new order ....... just like the old order. They tell you what you can run it on, the hardware is proprietary.

I think it's gonna be easier to port over now though.... (or at least, that's what ive read)

Apple's "It Just Works" user-friendliness is a huge selling point for them. However, unless they keep strict control over the hardware on which MacOS runs, they can't guarantee that it will be compatible.
Best thing that ever happened to Apple. Now they can continue to compete performance-wise for many years to come. The PPC line just couldn't keep up, no matter how pretty Apple made the boxes. Still not sure if the raspberry one was faster than the tangerine... anyways.
