Is a 404 error a server issue?

I am trying to access a site that I bought something from and I cannot access it, I keep getting error 404, page does not exist on server. Could this have anything to do with my browser settings or something on my end?

No, in the case of a 404, it means the server translated the webaddress you're looking for into a physical filesystem address.... and found no file there.

Could be you last accessed the page via a SSl connection and the session is closed so the server/browser could be giving the 404 error instead of the timed out session error. If you haven't done it try clearing out your browser's cache. Or it's very possible the page is temporarily not available on the server.
