I don't think electricity is a good idea. The fences for cattles only work when they touch both the ground and the wire. A bird can sit on it without any problems. If the wire is low enough, it could work, but if the voltage is too high, I'd get a scavenger problem instead.

Setup a PC running Vista next to where they rest... that will drive them away...

A good air rifle and a little time works. They learn to fly and not fly after a while.
