How to build from source code Windows?

I know, I know Linux is awesome! BUT......There are times when you MUST use Windows. The one thing I love most is the ability to build applications from source code within Linux. Why is it not that easy in Windows. And....... Is it even possible?

Flames do no one any good. Please respect others and back up your arguments with FACTS.

Because windows binaries compatible between different machines, and because user isn't supposed to compile stuff at "user-friendly" platform, development tools are not included in standard window distribution.

Yes, it is. Where do you think windows programs are coming from?

There are already mingw, cygwin, free microsoft compiler, scons, "gnu make" and bunch of other tools available for windows.
