format ext3 from win xp

i've got a program that'll mount and read/write on an ext3 partition, but i can't create one from with that program, is there something available so that i don't have to boot up linux whenever i want to create an ext3 partition?

You may be able to use Cygwin, a Linux-like environment for Windows. I'm not sure if it has mkfs.ext3, but if it does, then it should be able to format ext3 partitions for you.

I know I've used PartitionMagic to resize EXT3 partitions, so I would assume it could create one aswell. Look it up and give it a shot; back when I used it a few years ago they had a free 30 day trial for the software or something like that.
