Laws? The UK has laws against this kind of thing but it doesn't stop our government selling us to the highest bidder.

In fact g-mail still has this feature but optional.

Outside of corporate accounts where people purporting to need real security get a number on a special device, I don't see any real need for this (while signing into your mail). I think that for google, ms and all the others, it is a way to assert that they have take all possible steps to avoid unauthorised logins.

Mostly phones/tablets (Google's Android, ...) and game consoles (Microsoft's Xbox).

Those accounts are used for your tablets, phones and game consoles as well... (not saying that's a good thing).
Would it be fair to dump everyone who doesn't own a PC/MAC/Whatever.

That and pink ponies.
