Comma-Delimited Website Filenames

For a while now I have noticed that several websites use these unusual comma-delimited file offsets. Most of the sites that use them are news sites. To me, it seems like it is some system to uniquely identify files, because each filename is unique, and no other news site uses the same number. For example, a random file from guardian.co.uk: http://www.guardian.co.uk/comment/st...078616,00.html . I did a google search to only find that this is the only site that has used that filename. But, what does it mean? Does some corporate pay-system use it? Does anybody have any insight?

Some more sites:
http://www.gamespot.com used to use it, but it now seems that they are using a different system.

http://www.cnet.com uses a similar system, but with dashes and underscores

I just thought they used numbering schemes that meant something to them since they would keep most of them archived, etc and its just easier to number them instead of naming them. Possibly the numbers mean what category and so on they are so whoever edits them can find them more quickly.

No biggie though, why not email one of the sites to ask them?
