can Linux block files on my Windows partition from regenerating?

One of the main reasons I dislike Windows enough to keep using Linux is Windows' propensity for keeping garbage on the HD that I have on need for. Microsoft Frontpage, Windows Messenger, Windows Movie Maker: I delete them from within my Linux partition, but they keep coming back. I don't suppose there's any way I can use Linux to block them?

nope, not once you reboot. the fat32 filesystem doesn't have any features like immutable bits under a posix compliant one.
