can't shutdown a netbook - it automatically reboots itself

A friend just called me with a problem on her winxp netbook.
I politely suggested she should register with some windows forum, but I'm curious myself what the problem might be.
When she shuts it down (through the start menu) it shuts normally (apparently without any error messages), however after the screen goes blank, after a few seconds it automatically restarts again.

Just out of curiosity, has anyone come across anything like that? Is it hardware related or is it just windows trying to force her to use it all the time? LOL

thanks

When I had a Black Screen on Vista one time, I had to do a hard reset to shut my desktop down. Now that I have Ubuntu 10.04 LTS on that desktop, not one kernel panic. It runs perfectly.

I have heard of the old Macs being able to do this, but not an x86! What type of netbook are we working with here? Please be specific. Also, you could try booting it into linux and see if it does the same.
