Being China. They aint much into open source info sharing. So I can see how the OP might have have missed this. One may infer though. Spending that much money? One has to wonder what they know that others do not?

When I want to find aliens I go talk to the crowd hanging outside the 7-Eleven. I tell them I have a day's work available at $12 an hour.

I find my contacts at WalMart.
Roswell is just a short desert ride on my motorcycle.

At least those guys at the 7 Eleven are not breaking into your house and stealing your stuff.
Just looking for work instead.

Old scooter tramp joke:

A dude and hot hot girl friend is walking into a 7 Eleven convenience store.
Some cholo's out front drinking yell out
"Hey Baby! How about coming over here and giving us some of that hot 'culo'!

The dude gets all offended and walks over to cholos and says.
"Hey! You cannot talk to my girl like that!"

One of the cholo's grins slyly and says,

"Esse. What makes you think we are talking to her?"

The only problem with that idea is that it takes time to wipe out even one lifeform so by the time they/we got to the 1,000,000,000th system with only 100,000,000,000 to go, the first few or someplace entirely different that didn't have life when they/we were there the first time, will have Life popping up. I'm betting that Life is a natural consequence of Organic Chemistry which is apparently in great abundance everywhere we look, even in The Oort Cloud, all around the Milky way and other galaxies as well.
