Question Alert used "cpu load" and "cpu utilization"

Hi,

I must write a trigger for zabbix, with these three variables:

1)Cpu load average
2)Cpu utilization user
3)Cpu utilization system

But I don't know how to relate these variables to generate an alert, if with a script or some algorithm...

could someone help me
