kppp is part of the package called kdenetwork. Try:
rpm -qi kdenetwork
to see if kdenetwork is installed. If not then you can install kdenetwork from your second Fedora instll CD.
log in as root
mount the second install CD
find /mnt/cdrom -iname "*kdenetwork*"
rpm -i /mnt/cdrom/Fedora/RPMS/kdenetwork-3.1.4-1.i386.rpm
If you get dependency errors install the dependencies first.
eject the CD.
Be prepared. Create a LifeBoat CD.
