default, irrelevant packages installed


I am now installing fedora 4 test 3. I chose to do a custom installation (not server, workstation, etc) . I chose only XWindows, Kde , a couple of editors, firefox and the configuration tools (system-config-xyz). However, i notice that during the installation many irrelevant packages are being installed, for example isdn4k-utils.
During a search i came up with:

isdn4k-utils
Version: 3.2-18.p1.1
Group: Applications/System
Installed size: 9,297,180 bytes
This package is installed by default
Summary: Utilities for configuring an ISDN subsystem.
Description:
The isdn4k-utils package contains a collection of utilities needed for configuring an ISDN subsystem.

If this and other packages are installed by default, why do i get the chance to check/uncheck them , during the custom selection of packages?

well it's just what goes to make up a usable base. people use ISDN generally, and aren't going to have a fun life if it's not possible to connect via it without a lot of hassle. I'm sure there are plenty of packages on there you would think should always be installed by default for others, but they wouldn't want them.
