Fedora should just use the same settings as Redhat9 - at least I had no problems.
The file that controls its behavior is /etc/X11/xawtvrc - here is what mine looks like:

Additionally a user can have their own config file in /home/username/.xawtvrc to tailor it to individual needs.
I did find another TV viewer that I prefer over xawtv though - called "tvtime".
