I have a feeling that it should be "update" not "upgrade"
Don't think you can upgrade fedora 10 until fedora 11 comes out.

You have the fedora-rawhide repository enabled. Disable it by editing the file /etc/yum.repos.d/fedora-rawhide.repo and changing the line that reads enabled=1 to enabled=0. Then run yum clean all and yum install vlc.

Can you open that link in your browser?

I get this in mine.

# repo = fedora-10 arch = x86_64 Using preferred netblock country = AU
http://mirror.3fl.net.au/pub/fedora/...hing/x86_64/os
http://mirror.aarnet.edu.au/pub/fedo...hing/x86_64/os
http://ga14.files.bigpond.com:4040/f...hing/x86_64/os
http://ga13.files.bigpond.com:4040/f...hing/x86_64/os
http://mirror.pacific.net.au/linux/f...hing/x86_64/os
http://mirror.optus.net/fedora/linux...hing/x86_64/os
http://mirror.internode.on.net/pub/f...hing/x86_64/os
http://ftp.iinet.net.au/pub/fedora/l...hing/x86_64/os
http://ringtail.its.monash.edu.au/pu...hing/x86_64/os

But I'm in Australia, seems like there is a country specific list, maybe where you are is not working properly?

If that is the case, you don't have to use the mirror list, you can comment that line out, and add your best/closest mirror instead.
