What exactly is Fedora?
 
Please excuse my ignorence, but can someone please explain what exactly Fedora is technically?

Is it effectively redhat gone community developed? How is it technically different from RedHat 9? Can it be basically thought of as Red Hat 10 with new developers?

http://fedora.redhat.com answers those questions. Btw, Fedora Core 1 has been released. Get a copy at your favourite mirror site.

There release notes don't even mention what VERSIONS of these applications are bundled with Core 1... O_o

Should they? You can take a look at the included versions with the help of your favourite mirror of download.fedora.redhat.com, e.g.
