Typing (not installing) japanese on FC5 gnome

I'm trying to type in Japanese from an english desktop. I know everything is installed correctly, because I can log in with Japanese menus, and I see the little scim toolbar with anthy and I can type in Japanese with kanji and everything. But when I log in with English menus, scim doesn't automatically start, I can't see the scim toolbar and I've utterly failed to get it to show at all. I installed the japanese keyboard, to no avail. I'm really stuck, but this problem seems so ridiculous since everything works when logging in with Japanese menus. Somebody help me. A big thanks in advance to anyone who has any suggestions!

It seems like LOCALE problem or something like that.
