According to the output you have, there are 2 problems. Firstly, it says that /usr/local/squid/var/logs/cache.log is a directory - it should be a file. You could try rmdir /usr/local/squid/var/logs/cache.log

Secondly, do you have the correct ownership of files/directories? It says that it cannot open '/usr/local/squid/var/logs/access.log' for writing and that the parent directory must be writeable by the user 'squid'. You could try chown -R squid /usr/local/squid
