How do I open .rar files in Fedora 11?

You have to install the unrar package and it's only available in the rpmfusion nonfree repository. See this link for instruction on how to set up the rpmfusion repos:

Assuming you will want to verify/repair the rars with par2 you will need the par2cmdline package, for GUI there is Gpar2 and Pypar2. All three of which are in the common 3rd party repos (RPMfusion, rpmforge, Atrpms, etc).
