There appears to be a packaging error in the new release package. I had the same problem. To get around it, as root:

Remove the existing package with:
rpm -e --allmatches --nodeps perl

Then install the new release with:
yum -y install perl

You're welcome!

Just a word of warning; you don't normally want to use "rpm -e --allmatches --nodeps", because it will leave packages that depend on the removed package in a broken state.

In this particular case it's OK, because you immediately re-installed the package so the dependencies were resolved again. The rpm command can be very powerful, but it can also get you into a lot of trouble if misused.
