no"add to panel" in KDE?


so i just started using a different fedora system, and in KDE if you right click on the panel, there's no "add option"?? it has remove, help, about, but no add. and clicking on the menu icon, it doesn't have a menu editor option either. is this disabled somewhere? i thought they should always appear?
