I didn't build test10, but used test9 and now test11 without these errors. I don't have a suggestion on why the menu config errors, unless you have not yet updated the key software needed to support the new kernel format (modutils, binutils, make). See this article
for some help (the versions needed at minimum are listed, I don't recall whether the base Fedora install includes them). For the rebooting kernel, if you are unfamiliar with the kernel options in 2.6, or haven't yet built a 2.6 kernel that worked I suggest you get a config/kernel from RedHat's Arjanv and start from there with modifications. The added benefit is these are patched with some of the RedHat kernel patches already.
Here you'll find RPMs for kernel, kernel-source, and the necessary other updates needed on your system to build 2.6 kernels (modutils etc.)
