Kernel Rebuild Broke Hotplugging

I rebuild my kernel last night using the "plain" 2.6.10 source from kernel.org and the configuration file from the FC3 2.6.10 source package. But now USB hotplugging no longer works. I made a number of changes when configuring the kernel but made a point not to mess with USB, SCSI, or RAID settings incase they might affect USB hotplugging (this isn't the first time I have tried building the kernel to not break hotplugging.) The only things I really changed were the processor type, adding Windows filesystem support, enabling kernel preempting, and removing drivers for certain video cards, Bluetooth, IrDA, gameport joysticks, touchscreens, and few other misc things. When I plug in my USB flash drive while in the terminal (not a shell,) it prints out a lot of information including the drive's vender and model name, which it properly identifies. It also prints "error: -71" among other things. Does anyone know what is going on and how to fix it before I proceed with getting everything set up?
