yes, this is a Fedora issue. If you are interested in fixing the "no password" login problem, then you can look here
for answers. Look specifically at post #13:

Doing that fixed the problem for me.
Basically, the folks that built the KDE3.2 packages for Fedora didn't read all the changelogs (according to a KDE person).
