How to "run application" - restoring the item from main menu?

I really would like to restore that "run application" tool, pls any suggestions are welcome!!

I can see it quite clearly in your screen-shot.

It's on my system and works quite fine!

well it seems it's gone since some updates - not my faulth it's gone also some other people confirmed that it's by default
