You lost me a little bit there while trying to understand exactly what u need help with.
Ur kinda jumping around on subjects. I'll answer your question about getting Fedora to run from local repositories.

Now, I'm going to assume you want to be able to install packages locally right?

So do the following as root user:
1) vi /etc/yum.repos.d/localmedia.repo
Then hit 'i' so that you can begin adding text, insert the following in that file

###Begin local repo
[localmedia]
name=Fedora-$releasever - Media
baseurl=file:///media/FC9
enabled=1
gpgcheck=0
###End local repo

2) Save the file by hitting escape key, then ":wq" without quotes and hit enter
3) Now you'll need to insert the Fedora 9 DVD and from a terminal window, see where it mounts it. Type 'mount' without quotes and find the location Fedora mounted the dvd. If in fact it is /media/FC9 then ur good. If it is another location, go back to the file u created in step 1 and change the location under "baseurl" to match where u mounted the dvd.

4) "cd /etc/yum.repos.d/"
5) mkdir oldrepo
6) mv *.repo oldrepo/
7) mv oldrepo/localmedia.repo .

Now you should have only a local repository enabled. And to anyone else who replies, ya he could have opened each repo file and disabled them there, or type yum --disablerepo=blah blah blah but this is the easiest way and semi-permanent.

Let me know if this is what you wanted. If not, please speak clearly and in detail what it is you're trying to accomplish.
