How to add icons to fluxbox toolbar in Fedora 8

Is it possible to add icons to the fluxbox toolbar in order to launch frequently used applications and/or similar to the “gnome-panel” ? The “gnome-panel” supports adding icons to panel (toolbar) via right-click. For example, I would like to have a browser icon on the fluxbox toolbar rather than desktop. Documentation states that it can place icons for currently running applications, but this is not what I am searching for.

Does the solution involve the “~/.fluxbox/icons” directory ?
