Gconf-editor settings not sticking for root, sudo user, or user when run

I am wondering if it is a bug in the gnome-panel settings. No matter if I run gconf-editor from root, sudo user, or just my user (which I tried first) I can't get my gnome-panel autohide settings to change. They always stay at 6. I want 0.

I kill the gnome panel, then I change the gconf settings, and I changed all of them to 0 from root to user. All of them say 0. But I restart/reboot/logout, and the panel is still visible just like it was before, at 6 pixels, even though in the editor, all settings for every single panel have 0 on them. I am really frustrated and believe it's a bug.

What does everyone else think?

And if you just right-click on the panel and hide it from the properties tab?
