I am trying to install vsftpd however it seems that it will not install from the fedora CD .. so I downloaded it from another web site .. when I go to install it it tells me that its already installed .. ok .. so I run rpm -e vftpd...... it tells me its not installed ... so I try and reinstall it again it tells me its already installed ...

how do I fix this????

I suggest two things. First your rpm data base may be broken. So run
rpm --rebuildb
to try to clean it up.

Then try installing using the -U option which says install the package over top of an existing package if necessary.
