Fedora Core 4 refuses to make grub work

I did 3 installs of FC4 on this machine. here is what happened:

1st install - Grub returned error 15
2nd install - Boot up gave me the Grub Shell
3rd install - FC4 didn't install grub at all.

What the hell?

this is how I did it... You may be able to do this with the first cd of FC4 but I used FC3 to do this.

I booted from the first cd of FC3.

To restore Grub
1) Boot from the first CD
2) Type: linux rescue
3) select: skip media test
4) select: of for language
5) select: ok for keyboard
6) select: continue with rescue
7) select: ok with rescue
8) type: chroot /mnt/sysimage
9) type: grub-install /dev/hda

I am not sure if this is related but if I manually set up the partitions durig the install it install grub correctly
