Fedora core 3 will not allow me to log in as root

When I attempt to log in as root this message appears on the login screen ' login as root not allowed'. I can log in as a user and my root password will give me administrative privileges such as yum update. What must i do to allow me to log in as root so that i may change permissions, etc.?
Any suggestions will be appreciated.

best practice would be to change permissions as root from the command line. Other then that you can change the login screen properties of GDM to allow for root logon.
