You don't give us a lot to go on.

Here's a process that's I've used successfully in the past (I used it for F9).

Sorry but i am kind of a newbie.I ve downloaded fedora 9 live cd (the iso image), and fedora live usb creator. I follow the procedure and in the end I get this message from the program. The OS of my laptop is Windows XP (...) and I am trying to experiment with fedora, by using it from a live USB pen drive. If you need any more information that can help you solve my problem please tell me

Can you point me to the process you are following?

I run fedora live usb creator.I click "browse" and select the iso image (fedora 9 live cd).The target device corresponds to the position of my USB pen drine (H:). I place the cursor of persistent storage to 2gb (to be honest I ve tried from 200mb to 2 gb but nothing differs) and click "create live usb". It loads from 0% and when it reaches 100% I get the message

"Extracting live image to USB device...
'ascii' codec can't encode characters in position 50-56: ordinal not in range(128)
LiveUSB creation failed!"

did I help you friend?

Can I suggest you delete the zip file and the extracted folder, and download it again, extract and give it another go. It may be something as simple as a glitch during downloading.
