I'm having this problem, too, on a recently upgraded computer. The solution I've seen is to add acpi=off to the kernel command line in grub (select the kernel, 'e' for edit, add the line, enter, 'b' for boot), and then change it in grub once you're in (or boot to rescue CD and change it, etc). that hasn't worked for me yet, but it might be a good first step to try before editing the udev config.
Try the noudev option in the GRUB kernel line, and then (after booting) use theudev commands (udevinfo, udevtest, etc.) to find and fix the problem. (Read the man pages or info files for information re the udev commands.)
Most of Fedora should work without udev for a simple system.
I have the same problem with my laptop (Asus A6K.) In my case I have to make sure that no USB device is connected at boot. There's some bug in BIOS that hangs the system otherwise (apparently also in Windows...)
