FC4: disable shutdown on login screen, still allow in kde


Is there any way to disable the shutdown/reboot option on the login screen, but still allow it on the logout menu option for users loged into KDE?

Anybody who is an authenticated user should be able to shutdown/reboot, but if the system is locked, anybody can walk up, say "switch user" -> "start new session" and then on the login screen shutdown the machine. Argh!
