YAST is developed specifically for SUSE, and AFIAK it's never been ported to any other system. Webmin provides very flexible and comprehensive admin tool, and supports all of the major distributions and UNIX-like OSes. The only issue with Webmin is security - don't allow external access to it, as it has had more than one security issue in the past.
Fedora comes with Yum to install software and resolve dependencies. When you get your repo's configured Yum works great. If you are using KDE it has 10's of configuration apps.
Or you can learn ifconfig, route, xorgconfig, hdparm, samba conf, etc. then you will be able to configure any linux box regardless of the flavor.
Additionally to yum, you can install graphical front-ends to it, like Kyum, Yumex etc. And the Smart-package-manager is also available, as is apt-get and Synaptic.
