i looked at linux from scratch but its a bit more then what i really need.
I basically want the same thing as fedora rescue cdrom where i can NOGUI
where i can add my custom binaries i have and scripts.
Although ive not found anything on the net that similar to use.

I just need to be able to package my tools without all the bloated gui and need to run them for a backup restore cdrom, while many rescue discs exist i wish to keep it in redhat based please.

I know the fedora rescue has an img file which i tried to mount to add files into but not much luck so if i had an iso i could drop in binaries that would be awesome.

Maybe look at Fedoraunity(.org?). They served the community with respins long before Fedora itself promoted it. Check their packaging tools and docs. If that's not your thing searching for any "remastering howto" should do, because AFAIK you don't even need to fiddle with the kernel and stuff, just need to add your packages to the tarball that gets unpacked in RAM.
