Creating Boot loader disks rather then installing GRUB to hard disk??

Could someone let me know how to manually create the boot loader disk for FC2?
During installion it asks whether or not I want to install GRUB and I select no because I want to use a floppy disk as a boot disk. The installer says fine and tells me I'll have to use use a boot disk but doesnt then give me any prompts during the rest of the whole installion process to acturally create the disk!!!
I know FC1 does because I had previously installed that and created the required disk.
Also I have already tried using the Boot loader disk created with FC1 on my FC2 installation only to find other warnings appear about not being able to start my GUI display and being unable to detect my mouse. but all of I am assumming are appearing because the boot disk was created by FC1.
Each time I have installed FC2 its been as a completely new fresh installation.
The only thing I havnt tried yet is to reinsall FC1 then try selecting the upgrade option to FC2.
