couldn't ping a WinXp comp from Fedora Comp

I'm using Fedora Linux, I know my friend's comp's IP address. He's using WinXP
but when I type the command:
ping 172.20.54.224
It couldn't connect to the computer, wait for a long time but nothing appeared
Have you encountered this problem?
Please help tell me what to do to be able connected to the windows computers.
We're doing a project in which we have to do video transmitting.
Thanks a lot
Regards

...pinging in reserved network space will require that you are in that network. Are you outside this network trying to ping in?

There will be many obstacles to overcome once you establish connectivity betwix the two machines. But first you must establish a connection. A firewall or network policy may stand between you both at the moment. Try pinging from the WinBox. Did that work?

If both machines are in the same network address space and a ping gets no reply from either machine, then ICMP type 8 is not allowed or domain routing is preventing any communication.

How about a little more info?

Hi MrGreg
We are in the same network, and subnet. I'm pretty sure because he's just on the upper floor. We stay in the university campus.
When I used Windows, there wasn't any problem like this. Now, I'm using Linux.
Anyway, thanks for your reply, MrGreg

try pining in from another M$ box, incase the university has put a halt to that, and you will know if it is your linux config. Can you connect to the internet and such (I assume so) can you ping anyone else (maybe a neighbor on the same floor), can you ping google?

Nope, I can't ping www.google.com, and my roommate's comp neither

Do you have internet access?
