I use Slackware 9.0 so this may or may not work for you. I am assuming that the cursor theme is in a .tar.gz zip file. To install the cursor theme for individual users do the following:

In a console
1)Go to the home directory of the account you want to install the cursor theme on
*cd /home/myusername
2)Make a directory named .icons and another directory inside that one named default and a directory inside that named cursors
*mkdir .icons && mkdir .icons/default
3)Extract the icon zip file into the cursors directory
4)Restart the X server
*init 0 && init 4
