can't connect to localhost

I set up a vsftpd server and everything was fine, untill i rebooted.
Now i get "connection refused" when I try "ftp localhost".
The ftp server is set up for anonymous login, this worked fine untill i had to reboot.
Firewall is turned off and vsftpd is on--"/ect/init.d/vsftpd start"
here is my vsftpd.conf file:

EDIT: Nevermind I figured it out, in case anyone else has this problem the solution is to
remove vsFTPD and install ProFTPD, the vsFTPD service wouldn't start,re-start or shutdown, it was
always in some kind of 'locked failed' status, don't remember the actual error.
ProFTPD works fine.
Don't know if it was a bug in vsFTPD or FC3.
