Are Fedora and Debian married?

First let me say, I have nothing in particular against Debian.
I have noticed a good number of Fedora packages targeted toward Debian users.

The latest is Fedora 22 Update: devscripts-2.15.5-5.fc22.
Don't Debian developers develop and package on Debian?

So, why are we getting these packages? Are Debian users actually closet Fedora folks?

Debian is well-known for having among the largest, if not the largest number of packages in its repos. There is no way Debian developers could have developed all of them.

Having used Debian for some time (though I'm not using it now) and having used Fedora for about six months (which was enough), I can say definitely not married. At the same time, if Red Hat or anyone else produces something useful, why not take advantage of it if the license permits?
