Apache, nagios and 403 forbidden

I have installed Nagios on fc7 it runs great, but I have created a link on the main page to an additional html file for an mrtg graph located in a symlinked dir. I have enabled Option followsymlinks within the http.conf file and the nagios.conf file for apache. I have checked permissions on the folder and have gone as far as chmod 777 just to get it to work, but it still does not. I get error 403 You don't have permission to access.... on this server.

Can someone point me in the right direction to fix it.

Thanks.

Perhaps this link will help you -> http://forums.fedoraforum.org/showthread.php?t=73399

Looks like SELINUX could be playing a part in not letting Apache follow that symlink
