Apache


I am running Apache 2.0.52 and I am a very cheap person. So i made my website in Publisher because I had a licence for it. So when I host it thes symbols, " ' and bullits display as question marks. It works fine when i open the file streight into firefox or konquer off of linux. Is there a way I can fix this or is there a free web design software for linux that won't give me this problem. Thanks, and yes I know publisher sucks.
