xchat dcc file receive

I am having trouble configuring xchat to receive files.

I'm using debian sarge (net install) with kernel 2.6.10

I don't know what configuration files to list but I'm using pretty much the default settings on xchat 2.4.1 except that from what I've found on the web I have changed the setting
seting->network->file transfers->network settings->get my ip address from the IRC server
to true

any help would be much appreciated thank you

to clarify what happens is:

the file receive window comes up, and says

status
connect filename blablabla

but it doesn't start downloading the file and the dcc times out after a while
