Startup script access right error --- rc.local (freeze for long time)

I edit the /etc/rc.local script and put firewall script path to the bottom of rc.local

When system start, it should be the last script run. After user login, it has to take long time, about 4 mins to complete all process then back to normal.

Anyone know whats happen?
