Yes. Actually, I was also wondering why is that thing placed there.
But then I thought that it was some options relating to using the Keyboard to move the pointer. :d

Well, it indirectly says so in various xorg.conf documents (like info xorg.conf).

Actually upon reading it more thoroughly it does say:

If no ServerLayout sections are present, the
single active screen and two active (core) input devices are selected
as described in the relevant sections above.
so you're right, it's not required

I'll keep it in just to be explicit and to avoid possible future problems should it ever become required.

I believe that the protocol you are going to want is the ImPS/2 protocol, the way it is setup in the Generic Mouse section. The mouse wheel will not work with the simpler PS/2 protocol, but the ImPS/2 (which is the Intellimouse protocol) will handle it.
