"perl: warning: Setting locale failed"

I just got VPS hosting. I had debian etch installed.

I have tried googling this message, but non of the solutions that I have found will work.

I do not have a an /etc/locale.gen, or an /etc/evironment, on the VPS host. Did I get a bad install? Or is there some way for me to create those files? I can just copy those files from my home debian sid box?
